The short answer
Yes, there is free curb parking downtown, and no, it does not cover most of what people are actually asking about. The City of Austin does not enforce downtown parking meters on Sundays, or on five specific holidays. Outside those windows, downtown meters, garages and lots are all paid.
Where the free rule applies
The City's downtown paid parking zone runs from I-35 to Lamar Boulevard, and from Lady Bird Lake to 10th Street. Inside that zone, the City publishes enforcement hours for Monday through Saturday only, and lists no Sunday enforcement. Meters are also not enforced on New Year's Day, the Fourth of July, Labor Day, Thanksgiving or Christmas. There is no general rule that downtown goes free after 6 PM. Enforcement hours actually vary by day, and they run later into the evening from Wednesday through Saturday than they do on Monday and Tuesday.
What people usually mean when they ask this
Most people asking whether there is free parking downtown are trying to avoid paying on a Friday night, a weeknight dinner or an event Saturday. Those are exactly the times the meters are enforced and demand is highest. The honest answer is that free and the night you actually want to go out rarely overlap downtown.

Why we do not chase free
We would rather be straightforward about a flat price than dress up a gamble as a discount. Our posted rates are $15 per hour, $25 for up to 4 hours, $35 for up to 8 hours, or $50 all day, paid at the kiosk with a card or a tap, no app or account needed. Current pricing is posted at the entrance before you commit to a spot, and the gate is self-serve and open 24 hours.
If you are downtown often enough that hunting for a free curb costs you time as much as money, a monthly plan removes the search entirely: $225 per month for guaranteed weekday access to the lot, Monday through Friday, 7 AM to 7 PM, or $375 per month for every day, all day, including nights, weekends and event days.
